Have you looked if there is any tape lines around the edges of the area this is at? Cause it's looks like a bad repainted surface or an extreme overspray of paint. Open the hood and look for tape lines.

Looks like a bad clear coat spray that didn't smooth out, possibly from over spray nearby.

Definitely looks like it has been resprayed and had a solvent pop issue during the curing process

overspray or solvent pop.
In any event, get a paint thickness gauge on it before you chase it too far. That black nissan paint is very thin and soft, you don't want to go too hard on it.

I agree with the overwhelming responses. I looked at your pic's before reading the responses to the thread and the first thing that popped into my mind was:
1.) Solvent Pop
2.) Re-sprayed hood
Then I read the rest of the responses... So sounds like we have quorum.

Thanks for the overwhelming responses. I have check the paint with my paint thickness gauge it shows 135-150um range which it seems like factory area. I have no checked for tape line under the hood, ill do that today.
Will wet sanding this help? Or Is this below the clear coat layer?
