The pads will still cut paint and do so effectively. He doesn't need to go out and buy new ones at this point. I have 9006's that I've had for five or more years now that still work and look worse.

It's a matter of opinion, I guess. I would never feel comfortable using pads that look like that.
There's no way you're going to get near the results from those pads compared to a new or even somewhat used pad.
I agree, however I still don't toss mine when they get like that. I use them for jobs that get the swirls shined up. I keep on cleaning and using them until they start getting problematic with leaving marring behind and even then I'm bound to see a dump truck or something that needs polished up so I toss them in a closet somewhere until that dump truck arrives.
