Clear coat failure = clear coat failure lol! If you see clearcoat failure (which this is probably not) you will just want to get it repainted. There is no procedure that will be able to remove the surrounding clear without removing or damaging the paint underneath..... If I am wrong anyone, please let me know!

If it starting to show clear coat failure, I wouldn't remove what ever is left. Unless you know what your doing.
Can you guys just sand it down and then apply a clear coat from those pens at auto stores, then just sand it down?

Pretty sure that's not crows feet. Crows feet is splintering of the paint. That looks like etchings in the clear to me.
I would try wet sanding...I really think you can level those out. I honestly think it's just etchings from someone sanding.

I'm pretty sure you can even it out, but by doing this you can remove some if not all clear coat.

It's a test panel anyways! Have at it!
I would just take some 2000 grit, wet sand, compound, polish.
Worst thing that can happen...is that you burn the paint, or break through the clear. But, it would be a learning experience regardless.

I am going to start really less aggressive I will post pictures when I am done. I am still waiting on my friends pictures he took today with his Sony camera his camera is better than mine
