No, when the trigger is squeezed the regulator shuts the water off from going back into the tank. It only pumps water back into the tank when the trigger isn't squeezed.
Being that you've never wet sanded I'd highly recommend going to a junk yard and try taking out similar depth scratches. Depending on the yard they might give you a bashed panel.
