Do I mix mineral with wash water or use straight

Honda CRV washed and waxed by owner by hand now owner wants me

LC foam pads All colors ( no Hybred pads yet)
3M Waffle pads white,blk,blue

Customers Car purchased July,bad finish,dealer sent out to be detailed, car oK

After Washing Car with 3M APC diluted in wash water 4oz to 3 gallons
wipe down panels with IPA 12% solution
also used Dawn in wash water
also wiped down with prep all
