    Looks like mildew to me.............If he is willing try a Clorox bleach pen. Let it sit on the stains/stops for a while out in the sun and then use a good cleaner and rinse real well.

    XMT 360 spray wax is great stuff........smells great, easy to apply and buff off, lasts a long time for a spray, great beading and a deep glossy shine. Its a good deal when its on BOGO, or on sale....
