I familiar with those wheels. Unless someone stripped them, which I don't believe occurred, they're clear coated
I would skip the metal polish. The black is paint or powder coating and the lips are clear coated. It looks like clear coat failure may be setting in. I would try using a paint polish.

I've been told on this site that 6-8 hours is fine if it's not humid or cold.

If you like satin you might like Pinnacle Black Onyx. One coat with a foam applicator, allow to cure for fifteen minutes, and then buff.

The 205 should work great for light swirls on its own, if a less aggressive pad doesn't work then step up the pad and then back down...
