Id use some 0000 Steel Wool with some polish on it. Then follow that with a MF applicator with some polish on it.

Id try hand polishing in a small spot and if it give good results us your PC and fix it up.

So far my go to Tire dressing is CG VRT it works great! Deep black look and last a few washes and through the rain if it has had time to cure.

Ive had good luck with the XMT Pad cleaner and using the Snappy pad cleaner. For the Snappy i scrub them in a 5 gal and leave them to soak in the solution for a few hours and it works great!
