They're make of plastic so these are generally pretty waterproof...

Honestly, your only solution likely is to move. If your landlord won't address the issue - nothing will keep those cats off your car. Any type of car cover won't work, because any dirt on your car will cause scratches eventually. You would have to wash your car every time you parked it.
Once a cat's mind is made up - it's made up. If they like sleeping on your car - they will do it.

So, I put a few wet towels on the hood where cat usually likes to sleep. And a few hours later I checked on it and the towels had dirty paw prints and it was sleeping on the corner of the hood that was uncovereddd
Then I put more towels on the hood and put a water bottle in the center of the car. Now these past few days the cat is no longer sleeping on my car. Instead, it sleeps on the two cars right next to my car, biding its time until I remove the water bottle. Boy, the thoughts that the other apartment dwellers must have when they walk by my car and see the towels on the hood and one water bottle right in the middle of the hood.

I thought you were putting towels to keep the cat warm at night and water so it can drink if it gets thirsty
a few snacks for the cat during its sleep would be very thoughtful of you.
