The gel-coat looks like the LARGE FLAKE metalflake finish you see a lot on Bass Boats?
If so, if you start sanding your going to sand into the flake itself. I'm not sure what the results will be but you might screw it all up.
The #7 will soak into and revitalize oxidized gel-coat boats but from my experience, if you have a boat with heavy or severe oxidation then to remove it you're going to have to compound very hard or wet sand and both of these will remove so much gel-coat that applying #7 will have no affect. You could apply the #7 AFTER you've sanded and/or compounded and the machine polished.

What would be the difference in #7 and Mequiars D151 Paint Reconditioning Cream? Which would be best for a daily driver, with clear coat, that has been neglected?

Mike, why is your #7 a different colour to mine? Maybe its a camera thing but it looks like yours is white, whereas my #7 has always been a tan/brown for as long as I can remember?

Someone asked the very same thing the other day, seems there may also be a bit of a formula tweak. My bottle(s) are still the 'old' color...but they are like me, old (LOL).
Grrr, I can't find that post now. I found it! It's the very last reply (#237) on Mike's BIG article about using #7.

Awesome Bill, I did wonder if they had changed something. As long as it still works the same, I'm a happy boy. At the rate we get stuff down here, it possibly may take a few years before I see the "new" flavour - heck, you may come down & visit before then Bill.
