If you are looking to clean and give them a great shine at the same time, this stuff will take care of 90% of tips.
Pinnacle Exhaust Cleaner & Brightener
There are several good reviews of this one on the forum. I admittedly got a sample for free in exchange for reviewing it, but have since purchased another container and my S100 polishing soap collects dust.

^agreed!
I've had some really badly damaged exhaust tips where rust and heavy oxidation formed, 0000 steel wool if it gets that bad

Re: Polishing exhaust tips?
I'm going to buck the Pinnacle trend and suggest the Sonax chrome polish. I just started using it and really like it, prior I used Mothers & 1Z metal polish. I think the Sonax cleans faster and looks better. I use old (previously used) yellow foam pads for application and cleaning with the Sonax. Buff off with an old MF.
