Rust on Chrome Wheels
How do I get this excessive rust, water spots or grime, off my Chrome Wheels?

It's hard to tell from the picture but it looks like the rust is under the plating and not sitting on top of the chrome, which is bad. The only thing that you can do to get it 100% is to get them replated ...
You can try a metal or chrome polish, I really like Poorboy's Pro Polish as it is a paint cleaner that can be safely used on virtually any surface of a car minus rubber. WD40 and some crumbled up aluminum foil would work on the rust but be careful, use it only if you think it's necessary.
