Rough finish bumper with wax on it

A friend has a pick up truck with plastic bumpers that have a rough finish and someone has waxed the vehicle prior and hit the bumper with wax. How do you go about getting the wax off this rough plastic bumper

Try an all purpose cleaner designed for cars and a tooth brush or move up with a stiffer brush
