For non-baked on brake dust, Autoglym custom wheel cleaner cannot be beat. It's excellent on tires and safe for any wheel finish. For baked on brake dust, iron removers are the best, but may not be effective tire cleaners.

Brown royal is great for non baked on brake dust and cleans tires good, too.
