What kind of paint defect is this?

I just bought a used car on october 2nd and I was doing a detail yesterday and found these weird spots in the paint. I was thinking they were water spots so I clayed, compounded and polished with a Meguiars G3500 DA which got rid of the swirl marks but the spots are still there. Are the spots by change clear coat damage??? The clear coat is peeling on the bumper and on the roof which I will be getting repainted.

    I agree.

If you run your fingernail over these spots, does it catch your fingernail? If so, then it looks like these areas are minus clear coat, and the base coat is exposed.

^^ I strongly believe this is the case...

Combination of rock chips and clear coat failure from your description.

There is probably some polish filling those defects, thus making them appear white. Maybe try a glaze or washing carefully.

Are these defects on a plastic panel like a bumper?

If so, I have seen this happen from a rock chip that breaks the CC off, but the BC is not affected

These types of chips are best filled with clear only, NOT BC

    Good Luck

Just ran my fingers over the paint in those areas. There is definitely a depression where the marks are so yeah I guess they are rock chips. Luckily I do have the BMW touch up kit for my paint but ugh there are at least 20 of these chips on the paint . I feel like if I touch them up the paint will look bubbly in those areas.

Just keep in mind you're not just touching up for aesthetics, but to protect the paint. A touch up is better than an eventual major paint failure or even corrosion due to a lack of clearcoat or base coat.

I would not touch those up with color

I suggest filling in with clear coat
