Looks like mainly baked on brake dust there. I would start with something like Iron X or Sonax Full Effect. If you dont have that available, you could try a good APC. If possible, take the wheels off and clean them good. As for the lugnuts, some #000 steel wool and metal polish to clean them up. After you have them clean, use a good sealant for protection.

Are you using a brush to agitate the wheel cleaner? Good advice given in the previous post. Meguiar's DUB wheel cleaner is similar to sonax and can be found locally if you don't want to wait for shipping.

Like said try sonax full effect or iron x
though you could try acid or have the wheels refinished as for the lug nuts maybe a metal polish or acid would remove that rust but you should make it a weekend project where you take off the wheels and such and give them a deep cleaning then seal them up

Yes, the brush I use is this Meguiar's wheel brush.
I have also used a stiffer bristle tooth brush.

maybe you should invest in a Daytona wheel brush, i use it for inside the rims along with sonax or a apc. like previously stated, you could use iron x or Megs dub. let it work, then use the brush to get in those tight places. one tip if you get the Daytona, dont just whip it out after you brush in the spokes. it will splash all the gunk and product all over you. use a glove and take it out slowly in a angle that is away from you.

I see 4 things on those wheels:
1. Dirt
2. Iron/brake pad material.
3. Road tar
4. A little bit of failing clear coat on the barrels.
I'd use Trix.
