Its the coating lifting off the surface of the leather. MOST TIMES is it caused by human oils deposited by constant contact such as arm rests and door handles. Sometimes its just a crap quick job by the manufacturer.
Its usually fixed by a sanding process then color repairing unfortunately, from my past dealings or they reupholster the section :sad:

Are you sure these are leather surfaces? All the Honda EX-Ls I am familiar with have leather trimmed seats. Other surfaces, such as the armrest and door panels are vinyl.

That looks like vinyl not leather.
