I've always just used a long handled brush with medium stiff bristles. Apc and a pressure washer also. Sometimes I need to turn the front wheels to get in, and sometimes the wheels are taken off. I hope that helps.

I don't get great results with the brushes I have tried.

Instead; I use a black chenille wash mitt:

Black Onyx Micro-Chenille Wash Mitt, microfiber car wash mitt

I use a third wash bucket and use the mitt on the rims, then tires, then wheel wells. Working from cleanest to dirtiest.

Don't wash the mitt with your microfiber towels unless you rinse it thoroughly, as it will turn your wash water black.

I finish up with Griot's Garage Undercarriage Spray. I leaves a nice dark finish on the black plastic wheel well liners on my vehicle.

APC, brush and pressure washer. I spray full strength purple power let dwell while i'm working on rims and tires then scrub the wells and hit them with the power washer.

Spray APC and allow to dwell. If that is not sufficient, use a jack. Jack the car up a little bit at the corner you are working on, the wheel should stay on the ground giving you the extra cleanerance you need to get a brush in there.
