Found some conflicting information and just want to clarify on this, should the surface be wet or dry? Of course clean is a given, thanks!

dry so the product is not diluted too much

See, i would have said wet, so it doesnt dry too fast. Didnt think about it being diluted by the water on the surface. Shows how much i know. shawn
