Does anyone know of a easy cheap(maybe free) program that can be used to design a website? I am what you might call technicaly challenged when it comes to that stuff.

I used one that was free from 1&1.com. I'm very pleased with the template as well as their services.

I too used 1and1.com and did my entire website with their templates and programs:
Hart's Auto Detailing - Dayton, Ohio

I think my first 6 months were $10 including the service and domain name. And that was even an upgraded package!
