A couple of thoughts, and I’m no expert. Are you reinstalling scratches with the wipe down?
Second, if you aren’t getting results going with a finer polish, maybe try going coarser?

I would want to either include or exclude Texchappy's question.
Carefully inspect the fine scratches before working that section. Then reinspect after and see if they conform to your wipe off motions.

Those are NOT compounds you are using. Those are fine polishes.
I don't think you are removing all the defects you are going after.
Try Menzerna 400
Menzerna 3800 is a very fine polish and I actually use it as a jewling polish with a no cut pad and rotary. You're not going to remove many car wash swirls with a foam pad and 3800

I expect that the paint is harder than you thought and you haven’t touched it with the very fine polishes you’ve used or it’s as you thought, really really soft.
If it is soft, check it by wiping in a different direction that the majority of the current scratches. Wipe in a very specific manner so you can tell if you are reintroducing scratches.

Sometimes very, very fine blemishes that can appear as scratches/swirls immediately following compounding, polishing, or even waxing are actually streaks left behind from whatever product you are using. Try going over one of the suspect areas with a Quick Detailer or the like and see what the results are.
This might be wishful thinking but it's certainly worth a try.
