Yes I do on my garage queens
It's easy for me to do both sides of the tires: I just throw the car up on my lift and scoot under it to access the other sides of the tires. It is at this time that I also I inspect the undercarriage and spot polish the exhaust where needed
Treat it like it's the only one in the world.

Yay.
I do a less vigorous cleaning on the inside and one coat of whatever coating I'm using on any seasonal tires I deal with.
I usually get a glimpse of the inside from different angles and scuzz bothers me. Plus I don't want anything sticking if I can help it.

I'm going to dissent....
I do my tires/wheels inside and out although I will admit that the insides do not get done each and every time.
Whenever I rotate the tires (5-7k miles) the insides get a thorough treatment. In between, I'll jack each wheel off the ground and give them a quick wipe down typically every second or third time of doing the outsides.
Also I live in So Cal so I don't have to deal with much rain.
Would I do inside and out for winter tires? Absolutely not. But then again, if I needed winter tires they would be going onto a beater... I will never again drive a nice car regularly in winter conditions. I grew up in Ohio and learned my lesson.
