I doubt it is urethane unless it was painted in the late 80's.
My guess would be acrylic enamel.

For everyone reading this into the future, wondering if they can apply a ceramic coating to a single stage paint?
First - the key question is - WHAT KIND OF SINGLE STAGE PAINT? Some new cars have single stage paint. Coat them.
BUT - if you're working on antique single stage paint, i.e. lacquer or enamel, I answer this question in this video a the 30:14 time mark.
