I even tried to wet sand and I can't figure out what's going on. There is no paint transfer from the area in the center that's clearing up.

I used a Speedy Prep Towel to clay a black Mercedes a couple of weeks ago and when I went to wipe up/dry off the claylube after the panel [hood] was done it looked somewhat similar to how this looks in your pic.
Except in my case it looked as if every little microscratch that the clay towel had induced was temporarily visible like a dry lake bed on the hood. Did I freak? Yea momentarily, but it all disappeared once the panel fully dried. I applied sealant and everything’s been fine since. I dunno what it was or what caused it to happen... I’m just glad it went away.
If I were you I’d hit it with a dedicated panel wipe and give it time...
Btw what kind of person doesn’t know what kind of car shampoo they used just a couple of days ago? How stupid is that??

Not sure what you mean by “paint transfer”, but if you are expecting paint on your polishing pad you won’t get any since it’s clear coat, unless you go through the clear, which you don’t want to do.

So, while trying to figure out what's happening, if the outer part we're the clear coat and the inner part had "failed" clear and that was removed leaving only the black paint then I would expect that black paint to transfer to the pad. It didn't so that's why I find it hard to think it's clear coat failure

Clearcoat failure doesn’t happen overnight.. For example the clearcoat failure that’s currently going on on my hood was showing visible signs of imminent failure for months before the clearcoat actually began to crack and start to flake off.

Yes, that's what it looks like on my 06 Nissan, some parts are starting to bubble as well.

Kinda looks like it has a PPF on it that got stained by the mobile guys no name foam wash.

Whatever you did to that middle spot looks incredibly good now. Can you duplicate that process on the rest of it?
And that's shiny black paint so its still clearcoat. The base coat is a matte or flat black.
