Hello.
How long is collinite 845 supposed to dry for before buffing it off?

Depends on some factors like ambient temperature, surface temperature, relative humidity, etc. It should come off as dust when it is ready. In a hot, dry climate you can take it off almost immediately. In a cool, humid environment you're going to have to wait.

Roughly how many minutes would I need to wait if the outside temperature is around 20 degrees?

I'm sorry did you mean 20 degrees (12 below freezing )? If so that's way to cold. I never wax below 40 in the sun, you need to warm the surface temperature up.

I'd imagine somewhere around the 20 minute mark.... in those temps you should be able to apply to the whole car and once done, it should be ready to come off.
Ultimately though the swipe test will determine when its ready to come off.
