I've never ever used a washer with my PC and the pad spins fine.

I don't have one on there either but cases like this makes me wonder. Maybe Porter Cable recently got in some new female threads that are longer/deeper so the backing plate can screw in too tight or something, I have no clue. It is probably a newer model type deal. But whatever works, glad you got it worked out jeepe .
