Looks like the clear coat was buffed through - slightly. I've seen a few spots like that. I wouldn't worry too much about it.

Re: Oxidation/Clearcoat failure?
Any idea how I can fix it?

Repaint it.

Re: Oxidation/Clearcoat failure?
Just keep it waxed and or sealed.

Have you tried anything with it? Compounding or polishing? Waxing?
It may be a bunch of water spots, causing the clouding. Or a spot repair that is now failing.

Re: Oxidation/Clearcoat failure?
I first noticed it when I was compounding out some hard water spots near that spot. Those spots are gone, but I didn't wanna touch the one in question until I was sure that compounding won't make it worse.
Anyone think I can go at it with Uber Compound safely?

Did you follow it with a polish initially? Maybe is marring. Hard to tell. It looks like strike through to me.

I agree, it looks like the whole area has been compounded too much. You say you hit all over except this area when you compounded?

Try some polish on an MF towel. Rub it and see what happens. If it's anything on the surface it will go away, if it's a punch thru you will see colour. Doesn't look like CC failure even if it is, there's no harm.
