Which one would be the safest on the paint to use?

Mild to moderate dirty deserves a hose wash. If not possible, I would go with a rinse less wash.

Thanks
It's more dust than anything.
Its garaged and only gets driven in dry conditions once a week.
The car is ceramic coated.
Would it make it better if I put on alot of waterless wash and sprayed some onto the microfiber towel.

Yes, the more lubrication the better. Use a lot of clean mf (10) to wipe and wipe one way only..use the roll method.

It hasn't been washed for awhile, (although not driven much either) due to a injury. Thought there might be a bit of build up in places.
Would you use the Wolfgang Uber or the Koch Chemie FSE?

No experience with Koch Chemie, but Wolfgang Uber is a good choice.

If it’s been a while and a lot of dust I’d still rinsless.
FSE is more acidic food for light water spots.
Either would work if not wanting to rinseless. I’m a big fan of FSE and not so much Uber but it’s a good product. Just not personally a fan.
