Doesn't sound like road film if you did all that prep work.

Maybe do a small section with a heavier polish and see if that makes a difference.

Try ValuGard ABC. From my understanding is you use an Alkaline soap to neutralize acids. Then an Acidic soap to neutralize Alklalines and then. Ph neutral wash.

I’m going to use BH AutoFoam followed by CarPro Descale and then TS Mystic bubble.

Can you provide any pictures? Maybe some close ups showing areas you don't think aren't looking as good as you hope?

I'm thinking it might be something going on in the polishing step too. Any road film should be long gone after a mechanical polish.

Are you polishing by hand or with a machine? What products pads?

I could see the problem going two ways.
    1. The polish/pad isn't aggressive enough to fully remove the defects from harder paint
    2. The polish/pad is too aggressive on soft paint and you're getting a form of haze which will require a second polishing step with a milder combination to refine.
