Unfortunately as mentioned a respray is probably going to be the only good permanent fix. I had to have a quarter panel repaired and repainted on my 2010 Camaro SS. It had three stage paint. Fortunately it was a good body shop and they did a great job. Never had any issues in the six years I owned it. It sucks for your friend, but it is what it is.
Thanks for the advice) haha, it sucks for me- he is like brother to me, cant take money from him. local Toyota dealer quoted me 300$, probably not a bad deal
