Any hope for this Black Honda Accord?

My brother's 99 black Honda accord has never been maintained .Is there anything I can do?Or does it need a new paint job?What about re clearing it?Thanks

That looks like clear coat failure. A repaint is in order.

Gotta educate him on the necessity of waxing a car at least twice a year...

Generally when the paint begins to fail where separation is noticeable such as this it's time to take it to a professional paint shop...

It's easy to see that some hack ground the paint off of that car with a rotary and rocks in a bottle/wool pad. Wax would have done very little to nothing for it.

There's nothing you can pour out of a bottle or scoop out of a can that will fix that car...

I got a question. If I bought two of the same car. One maintained and other one car wash, never waxed.

Does clear coat failure have to do with maintaining the car or the clear just goes bad?
