I'm no painter but I assume that it can happen in the primer, base, or clear, however the OP in the clear coat will be most evident because the base coat will fill in any issues in the primer and the clear coat will fill in any issues in the base coat... confusing, yes. The biggest point w/ OP is that it is a good idea not to wet sand factory paint jobs because the clear will be significantly reduced, one way or the other.

It's highly unlikely the peel comes from the basecoat layer as this layer is thinest of all but phosphate. More than likely clearcoat and there are many reasons as to why this happens.great post budman, good visuals so people can understand what they are working with...
Possible for orange peel to be in the base coat layer as well?
