If they are white I would think the chances are it is man made. Not to many trees or insects secreting white substances.

It is hard to see. Maybe paint overspray from commercial painting?

Is it all over the car?

Or if it is more localized, possibly road paint. If you're lucky, someone accidentally dropped a can...
