Tommorow morning you will have the same problem. Nothing is going to change over night. What you need to do now is move on to another area of the car and quit wasting time on something that can't be repaired (unless you repaint it)

I dunno Flash, I think if that was parking garage runoff it would have run down toward the front bumper, but intsead it has splashed back toward the windshield...I'm going to say that it's paint.

I'd try some mineral spirits on it, and maybe a plastic razor blade since the paint is pretty bad anyway.

OP.....Check and see if that spot is level with the rest of the area. If it is then I stick with my lyme prediction. If you feel a bump, it could be paint. If you feel a bump, try lifting some with your fingernail

Another thing.....when you fingernailit, does it feel chalky?
