I think they are ok with light dust, but you have to use your common sense, if the car is dirty you don't want to use a duster in place of what you really need to do.... Wash the CAR!
Keep your car well protected with wax or sealant and when it gets dirty, wash it! As for light dust, you can use this if need be. I know there are a lot of you that will never pick one up, but there are many that have used them for years. Everyone has their own way and we are not here to say who is right and who is wrong.

If it is just dust that settled on your car while in the garage after a wash or something similar I would use a wool duster.. GENTLY glide it over your paint.
I have customers that leave their cars with me for multiple day details.. these cars are not daily drivers and don't see rain. If it is raining when I am done with the detail I let the owner(s) leave the vehicle at my place until the weather is nice.
When I am in this situation, there is dust that will settle on the car. This is without driving it... When this happens I use my wool duster, very gently letting it glide over my paint... ZERO pressure and I actually dont even let the full weight of the duster touch the paint.

It sounds like you have very good dusting technique.

Re: Are California Car Dusters safe to use?
I have stopped using my duster on my black car. I know that no matter how lightly I use it, it can cause light swirls. I know it because I have seen it happen. The car wasn't dirty. It was only a little dusty, yet light swirls were generated.
But I have also seen this happen using a quick detailer. Maybe I'm just unlucky, but for my black car I have adopted the rule that the least touches the better. It's safer, for my car, to live with the dust and wait until the next wash than to try to remove the dust with either a duster or quick detailer.

If my black car is sitting the garage after I washed it and just has a little dust I use my air compressor to blow it off.

Re: Are California Car Dusters safe to use?
I use a CCD all the time and if used per the instructions that came with it and a bit of common sense, they work perfectly. If you're expecting to be able to get 500 miles of road grime off of your car because it looks like dust, you'll likely mar your paint. If you just washed your car and see a very light coating of dust on the paint, then sure, use the CCD, just use NO PRESSURE and don't let the weight of the duster touch your car. The residue off of the fibers is the most annoying part for me when the paint on my car is a bit warm...
IMO, using a quick detail spray and a micro-fiber is FAR more damaging than a no-pressure swipe over your paint with a CCD...so many times have I had to grab a clean MF towel because the one I was using started marring the paint mysteriously. :\
Wash your car regularly and if you must use the CCD, use it smartly and you'll be fine.
