Making your own long throw polisher?
Let say that a person owns a PC or Griots 9mm throw polisher. If they were to use a larger pad than their backing plate and intentionally not center the pad, does that create a longer throw polisher?

Agreed.
And in the case of the PC (and G9 to a point) the larger, offset pads will cause the machines to stall very easily.
It is no coincidence that man's best friend cannot talk.

No, it does not matter how far off center you place the pad, the backing plate will still only move 9mm and since the pad is connected to the backing plate it will also only move 9mm just in a different location and would have little to none pad rotation.
