Detailing Help ( Vinyl Wrap )

Hey y'all a good friend of mine sent this to me and was wondering if I could help him out on an issue he has on his vinyl wrap. Looks like some kind of streaky, runny, stained water marks look to it on his 3m statin white wrap. Is there's anything I can purchase or trick you guys know of?! Thanks for the help!
