No Holley, OEM carb would be the Rochester 4Jet 4GC, which later evolved in to the Quadrajet (by going to a spreadbore design and vac secondaries among other tweaks).
These carbs have a plastic insert in the bowl that is there to prevent sloshing/spilling ... if that is missing it could cause starvation.
