    I would try the CarPro Spotless Water Spot remover first. If that doesn't take care of them you can polish them off and recoat the bare aluminum lips of the wheels.

    I would try polishing the wheels first. If the stains don't come out I would look into having the wheels powder coated. Bright Silver Metallic wheels look awesome on dark Blue vehicles.

    That looks like paint transfer from something hitting the windshield. Try a Clay Bar first and if that doesn't work you can use a Compound.

    I like to use a DA Polisher for applying Glaze and Liquid Wax. I usually just apply Paste Wax by hand, but no issues using a DA Polisher.
