Paint has natural wear due to the elements if not protected by a wax, sealant or coating...or in this case, decals.
The paint under the decals is basically new...
dang man, i personally beat the crap out of my daytona JR brush and its still in real nice shape after about a year. The way i use it and the way it looks i feel it'll last me for at least 5 years....

I had this happened to me. Turned out the paint was soo oxidized that my pads were gumming up pretty quick and made it very difficult to remove. My solution-smaller sections and wash pads more often....
