Megs makes an inexpensive tire/wheel cleaner that is supposed to be as gentle as eagle one (Ive used both and it seems to be true) - but the megs has way more cleaning power, with or without brushing.
Looking at this after the post I realize the math shows you probably can't use it over there. For wattage the numbers are crazy:
