The nice thing about ASD is that the more layers you put down the shinier it gets. I prefer the matte look so I usually spray one light coat and work into the tire with an EagleOne applicator.

Glad to see you use the word "vigorously." Meguiar's says that depending on the severity of the scratch or swirls and hardness of your paint, you may need to use some "passion" with multiple passes...
FWIW - I've done IPA wipedowns after using ScratchX 1.0 and the swirls/scratches were still gone. Didn't see anything indicating fillers were involved.
