Are we talking on the same speed settings for each tool or MAX speed?

Top speed mainly b/c if you're talking MAX CORRECTION POWER!!!! (ARRRRRG!!!! *GRUNTS* GRRRRRR!!!!) thats where you'd most likely be

Theres going to be some variation within the range, but not a ton, the power delivery is somewhat parallel

Again, you have to remember that the 21 gets the edge in stroke length, but the 15 is operating at a higher speed.

The 21 gets a +40% advantage in orbit size in both generations, which is a good amount.

The 15 gets a +/-13% speed advantage over the 21II and a +/-26% advantage over the 21ES which is nothing to sneeze at.

Now you can't draw a direct correlation between 1% increase in speed overcomes XX% increase is stroke, but speed can make up for a lot. Jason and I were just talking about his question in the office and pretty much we agree that the 21 gets an advantage in overall correcting power, but its not by a wide margin.
Thanks Dylan, already own a 15 so just makes sense to go 21.

21 is still the most powerful, in the right circumstances, but the gap is (very) small. This is just my opinion.

However, if we are working on a curved body, I would bet the 15 would do the job faster because of it's ability to fit into concave shapes better.

I had a LHR15 and I thought it was a dog in the "torque" department. Sold it quickly. Glad to see Rupes upgraded the power on the MKII 15. I heard the MKII 21 is a beast!
