I thought the same thing this spring after going through a winter with McKee's 37 coating on my wife's car. At this point, I think it is simply embedded grime caused by tire spray which is preventing the coating from beading/sheeting correctly.
Over the last few months since the weather warmed up, I've simply been washing the vehicle every 2~3 weeks with a shampoo that leaves nothing behind. I've observed that each time the car's been washed, the water behavior in those area has steadily improved. At this point, I'm back to nearly-newly applied beading and sheeting on those areas. I found it amusing since one would normally expect a sealant or wax to slowly get worse each time it's washed, but in this case it's getting better! The coating has been on the car for roughly 8 months at this point.

I use Meg's Hyper dressing 3:1 for tire dressing, I usually do not drive the truck or the car right away and there's no visible "wet" spots when I do.
I will add that to my next video... Rinsing with the hose on the vertical panels before and after the wash.
Not sure if it's just all of the pollen in the air or if the Griot's Garage speed shine has something to do with it, but the dust is sticking to my truck like a magnet.
I'm at the end of the bottle for the speed shine. I like the product but am trying to remember if the "clinging" or "static" effect always happened
