can I put a ceramic coat over a sealant....also what product would you recommend......for a non garage car

No, you can't.
The paint needs to be totally bare and clean so that the coating can properly adhere.

not sure...I used a product called Torque....which gave my white car a mirror shine...

I have not heard of that one, but there are tons of great coatings out there.
I don't use them myself, but there many forum members on here who do, and they have the best advice you can find anywhere on product recommendations, and techniques.

Torque is more of a spray sealer. It is one of those products that hammer you on Facebook ads. It is not a true coating. So you are fine. There are many great true coating companies out there that you can look into if want a real coating. Feynlab, GTechniq, Gyeon, Carpro, and many others. But as mentioned above. Your vehicle will have to be stripped and they need to be applied to bare paint
