Can this exterior trim be restored?

I'm impressed with Cerakote Trim Coat so far on two cars I've used it on.

You could try Solution Finish as well

The trim looks a lot like a rubber compound.
If it is, use a dedicated rubber cleaner to purge all of the embedded contaminants and follow up with a rubber or trim restorer.
After using a restorer, you can apply a ceramic coating to ensure it won’t happen again.
