What can I use in order to take minor scratches which I much like swirl marks on the exterior paint but these are on the interior with the plastic coated wood-look materials?
I do not have nor am I able to obtain a tiny 1 inch and powered polisher.

Use either a compound or polish depending what your little test spot tells you and polish by hand. I’m pretty sure I remember Mike Phillips having an article or at least a post on that very subject.
Larry Kosilla did a how to video on this a while back. Search Ammonyc interior scratches.
I have 1" pads I use for both ext tight areas AND interior trim. I was doing interior scratches by hand before and that's certainly doable. Interior trim has always seemed "softer" to correct so test spots with least aggressive always applies.
