Drove through freshly laid asphalt (no warnings). Ended up with asphalt caked all near wheel wells. Detailer said they couldn't do much about it.

Well, that's not a very good detailer you visited.
I don't want to steal Mike's thunder, but that doesn't really look like asphalt to me, it looks more like one of those seal coats that they do. They can be "tar" based, or latex. If it were me, I would want to spray that with some mineral spirits or one of these:

Note it is likely sand etc may be in it too... As you remove if not careful it may act like sandpaper...
Use a clean old towel, lots of solvent and try and use one pass for each section of the towell... Back and forth may grind the paint...

no warnings = compensation but maybe hard to prove.If that was brought to me I would soak it with a tar remover.once the tar remover isn't as effective,I would try reducer or xylene.Quote:

Be careful with Xylene.
It is very powerful and will remove paint especially if it's fresh.
