Maybe Goo Gone or Mineral Spirits or Acetone / Nail Polish. Start with Goo Gone if you have it.
You need a solvent. Tar remover, mineral spirits, lacquer thinner if it's factory paint, you can try IPA but that may not work. Or Goo Gone or similar as noted.
Goo Gone works very well. You might need to let it sit for a minute and then lightly rub it with your fingers. Windex sometimes works, too.
Try rapid remover. Not a car product per say but works wonders for tar grease carpets and sticky residue!

Another vote for Goo Gone. If that didn't work, Stoner's Tarminator should work well too.

Goo gone or WD-40 spray. I use both often.
If nothing else since it's an emergency, try compounding it after you've exhausted your fingernails.
