Yeah that plate looks trashed. I would imagine the housing got eaten up as well. What happened ?
If it's just the black streak, you can get that off with goof off. Make sure to apply a thin layer of dielectric grease to your rubber shroud before reinstalling your plate.
I have tried cleaning the backing plate but it wont come off I have used a scrapper and got some of it off it is baked on there
I think this happened when I was doing concave panels. I do use dielectric grease to lube and apply after 20 hours of use. I have also seen in this site it is ok to use air tool oil as well

I still have those marks on my plate too. I don't really worry about it. Doesn't seem to bother the performance.

Brendon, whats the update on the plate? Is it scoured and grooved or just plate streaks?
Those black marks are from the shroud making contact with the grey area of the backing plate you're showing. This is what they call "anti-spin" feature. I absolutely hated that this turns the BP black like you've shown. Not only that but after prolong use, you will see black plastic debris flying out as you're polishing. I've used APC to clean it before and it came out looking like new.
I know Rupes doesn't recommend installing the washer mod but this is one of the reasons why I like my washer mod.
So long as the BP is mounting to the polisher securely, spins true and the Velcro is holding the pads securely then you're fine.
